Director-General of Investment Promotion, Invest Hong Kong, HKSAR Government

Ms Alpha Lau has been Director-General of Invest Hong Kong, the government department responsible for attracting and facilitating direct investment into Hong Kong, since November 2023.

She serves on the government's Trade and Industry Advisory Board, International Business Committee, Expert Advisory Group on Legal and Dispute Resolution Services, Air Silk Road Task Force, Hong Kong Maritime and Port Board, Market Development Committee of the Financial Services Development Council, Task Force on Promoting and Branding Hong Kong, Mega Events Coordination Group, Task Force on Promoting Web3 Development, and on the Task Force on External Relations.

Prior to joining the government, Ms Lau held various senior roles in multinational and Chinese financial institutions, with experience in personal wealth and corporate coverage, risk management, fintech, transactional banking and M&A project management.

Ms Lau holds Bachelor and Master (Hon.) Degrees in Philosophy, Politics and Economics from the University of Oxford, and a Certificate in further education from Tsinghua University, Beijing.

Mr Wong joined the Government's Administrative Service in 1985 and rose to the rank of Administrative Officer Staff Grade A1 in 2017. He has served in various bureaux and departments. He was appointed Director of Information Services in 2009, Director of Marine in 2014, and was Permanent Secretary for Development (Planning and Lands) from 2015 to 2017.

Mr Wong served as Secretary for Development from July 2017 to June 2022. He was appointed Deputy Financial Secretary on 1 July 2022.

Ms Mable Chan was appointed the Secretary for Transport and Logistics on 5 December 2024.

Ms Chan joined the Government as an Administrative Officer in 1989. She has served in various bureaux and departments. Her recent postings included Deputy Secretary for Financial Services and the Treasury (Treasury) from July 2012 to July 2016, Deputy Secretary for Financial Services and the Treasury (Financial Services) from August 2016 to October 2017, Commissioner for Transport from October 2017 to July 2020 and Permanent Secretary for Transport and Logistics (formerly named Permanent Secretary for Transport and Housing (Transport)) from August 2020 to December 2024.

Dr Huang received his Ph.D degree in Systems and Control from the University of New South Wales, Sydney, Australia, in 2018. He was a post-doctoral research fellow at the School of Electrical Engineering and Telecommunications, University of New South Wales, Sydney, Australia. He is now an Assistant Professor at the Department of Aeronautical and Aviation Engineering, the Hong Kong Polytechnic University, Hong Kong. He is also the Program Leader of MSc for Low-Altitude Economy. His current research interests include guidance, navigation, and control of UAVs and mobile robots. He is an Associate Editor of IEEE Transactions on Automation Science and Engineering, Journal of Field Robotics, IEEE Transactions on Vehicular Technology, IEEE Transactions on Intelligent Vehicles, and Intelligent Service Robotics and International Journal of Advanced Robotic Systems, an editorial board member of the International Journal of Dynamics and Control, the registration chair of IEEE International Conference on Control & Automation (ICCA).

Professor Lixi Huang was educated at Beijing University of Aeronautics and Astronautics (BUAA) and University of Cambridge. He spent 10 years in HKPU before moving to HKU in 2006. His current focus of research is noise control for environment and aerospace applications. He is an editor for leading international acoustic journals, a fellow of the acoustical society of America, and an advisor for the Global Power and Propulsion Society (GPPS). He serves as the deputy head of mechanical engineering department and executive director of the HKU Research Institute for Civil Low-Altitude Aviation from January 2025.

Dr Ying Huang is the Chief Technology Officer at ASTRI, bringing over 30 years of expertise in ICT, AI, data analytics, and decision sciences. He has led innovation and commercialization efforts across major multinational corporations in the U.S. and China, including Lenovo Research, IBM Research, and Philips Research. A respected technologist, he holds dozens of US and China patents, has published extensively, and has earned prestigious awards. He serves as a Guest Professor at Peking University and holds a PhD from Stanford University. Prof. Mo Li is a Professor at the Department of Computer Science and Engineering, the Hong Kong University of Science and Technology (HKUST). Before joining HKUST in 2023, he was a Professor at Nanyang Technological University. Prof. Li has been internationally recognized for his research in wireless and mobile computing. Over the past few years, Prof. Li has developed numerous methods, techniques, and systems that resulted in top journal and conference publications that received over 10,000 citations. He has been on the editorial board of IEEE/ACM Transactions on Networking, IEEE Transactions on Mobile Computing, ACM Transactions on Internet of Things, and IEEE Transactions on Wireless Communications, all leading journals in the field. He also served the technical program committee member for top conferences in computer systems and networking, including ACM MobiCom, MobiSys, SenSys, and others. Prof. Li is a Distinguished Member of the ACM since 2019, and a Fellow of the IEEE since 2020.

Ir Howard Cheng is the Chief Operating Officer of the Hong Kong Cyberport Management Company Limited. He oversees all aspects of Cyberport's campus development and management, leading initiatives in Campus Operations & Property Management, Engineering Services, Leasing for offices, retail, and meeting/conferencing venues, as well as Hotel strategies. He is dedicated to the introduction of cutting-edge digital technologies to enhance services for Cyberport's tenants, start-ups, and the campus community.

Prior to his role at Cyberport, Ir Howard Cheng held significant leadership positions. He served as an Advisor and Head of Planning and Development at Kowloon Motor Bus, managing complex public transport operations. Additionally, he held the position of Managing Director at Serco Group HK Limited, a renowned international service company specializing in managing various special facilities operations including toll roads, tunnels, car parks, transport infrastructure, recycling parks, highway surveillance systems, and hospitals in the public sector. In this capacity, he was responsible for overseeing the company's operations in Hong Kong and China. Furthermore, he served as the Assistant General Manager of the Hong Kong Airport Authority, where he was responsible for diverse functions and businesses related to airport operations.

Ir Howard Cheng holds an Executive Master of Business Administration degree from The Chinese University of Hong Kong, a Master of Engineering degree in Mechanical Engineering from Cornell University, and an undergraduate degree in Applied Science in Engineering Science from the University of Toronto. He is also a Fellow Member of both the Chartered Institute of Logistics and Transport and The Hong Kong Institution of Engineers.

Head of Low-altitude Economy New Industrialisation Division, Hong Kong Productivity Council

Lyan Law is a highly accomplished professional serving as the Principal Consultant and Head of New Industrialisation and Industry 4.0, GBA+ASEAN Business Development, Industrial Drone applications and Low-altitude economy (LAE) at the Hong Kong Productivity Council (HKPC). With a pioneering spirit, Lyan has been at the forefront of promoting Industry 4.0 and New Productive Forces in Hong Kong and China.

In 2020, Lyan played a pivotal role in the establishment of the Hong Kong Industrial Drone Technology Center (HKIDTC) at HKPC. This center serves as a platform to raise awareness of drone technology, develop applied research and development use cases, and promote safe flight practices for Small Unmanned Aircraft (SUA) and prepare for the wave of LAE. Lyan's efforts led to the recognition of HKPC as the first SUA Advanced Training Organization (SUA ATO Scheme) and created a lot application scenarios through Advanced Operation Permits (AOPs) by the Civil Aviation Department (CAD) of the Hong Kong Special Administrative Region (HKSAR) Government. As part of this recognition, HKPC provides advanced training courses and conducts assessments for remote pilots and operations of SUAs.

Since 2021, Lyan actively collaborated with CAD to validate the SUA training syllabus and assessment criteria, ensuring the highest standards of safety and proficiency, the HKSAR LAE working group has also agreed to appoint Hong Kong Productivity Council (HKPC) as a technical partner at “Regulatory Sandbox” programme at 2024.

Lyan’s professional qualifications include being certified as an Industry 4.0 expert and Principal Advisor for Industry 4.0 by Fraunhofer IPT, Germany. In addition, he holds the Small Unmanned Aircraft (SUA) Advanced Rating Pilot Certification approved by the Civil Aviation Department of the HKSAR. He is also the training manager of the first Approved Training Organization (ATO) and the person in charge of SUA Advanced Operation Permits (AOPs).
